So Collins, desperate to marry Howard, figured out a way to get what she wanted, at least kind of: She visited the Web site proxymarriage.com and paid $1,000 for a Mexican marriage certificate that required neither partner to be present. Now his wife on paper, Collins might be entitled to Howard’s millions.
